Is it possible to grant access to SQL Server Configuration manager? I mean just the SQL Configuration manager alone?

I found this on Win Forums...
By default, only members of the local administrators group can start, stop, pause, resume or restart a service. To grant non-administrators the ability to manage services, you can use the following methods.
1 .You can use Group Policy to change permissions on system services
2. You can use security templates to change permissions on system services, and create a security template.
3. The final method for assigning rights to manage services involves the use of the Subinacl.exe utility.
