We are currently planning on upgrading an access 2000 database. Since sql server 2000 is pretty much changed in the next version, should we upgrade to 2000 and then upgrade to 2003 or just go ahead to 2003.

Not sure when SQL 2005 is due out. If you need to upsize it now, do it. Then, if you purchase a license later, set up a server for testing then implement it. I figure if the mdb file is > 3-400mb, upsize it. I get leary when a file is that large with multiple users on a network. If you have more than 4-5 users and it's running on the network you stand a good possibility of corruption. I think of Access as 1-3 users, <300 mb, part-time use, not mission-critical data.

Ok, so pretty much just go ahead to 2003, do not worry about upsizing to sql server 2000.

Your issue is unclear to me. The next version of SQL Server 2000 will be 2005, not 2003, but Access has a version 2003.
SQL Server 2005 can run any T-SQL developed for SQL Server 2000 but it can also be used to enhance the capabilities of the SQL Server 2000 application. This is Microsoft standard release policy, support the legacy software but provide additional capabilities for the new version.
