Something sounds off, I can understand to pay for each user accessing SQL even via a web service due to a connection being made to the SQL, but to then pay MS for each report that the business create is insane. Not each report. Each user of the system, whether they access the system directly or indirectly.
Our software is used by Pathologists, they generate a report for each patient, if the whole world was my client, do they have to pay for a license for each person (user) in the world?
If the pathologists are the ones generating the reports, they are the users of the system. They are the ones who need to have licences.

You may deploy network architectures that use hardware or software to reduce the number of devices or users that directly access the software on a server. This is referred to as multiplexing or pooling. This does not reduce the number of CALs required to access or use the server software. A CAL is required for each device or user that is connected to the multiplexing or pooling software or hardware front end.
Thanks again for all the help.
Now to break the news to them :hehe:

p.s. Check with your licensing provider or with MS licensing. The cost of getting this wrong is not small (audits and fines)

What's the "standard" fine for getting this wrong?

Thanks Ninja's_RGR'us, I think we past per user license and will have to get a CPU lic.MS is killing us 3rd world countries
As you mentioned that you worked with Pathologists, it is worth pointing out that Microsoft may give substantial discounts for non-profits and charities. though like everything this does depend on your country and various other factors but it may be worth enquirying about if you fit the criteria

I wonder if all the pathologists request reports to a single user of your company, then this user generate the reports and send it back to the pathologists, you would only need the CAL for this single user?
If this was not true, that would mean you would have to pay a CAL for every user accessing the data directly (or through the report generating software) and for each person who end up getting a copy of said reports, which is not possible either.
