    The Wildlife Conservation Society is seeking a dynamic, business focused data manager.  We are looking for a person to take responsibility for data management for our wild bird global avian influenza program.  You must have great SQL Server database design and management skills.  Ideally you will also have experience of programming and/or GIS.  The position offers a fantastic opportunity for the right person to apply technical skills to have a global impact on human development and conservation.  Further details are given below.

    SALARY:

    $60,000

     

    POSITION OBJECTIVE:    

     

    The Wildlife Conservation Society, a U.S. based international organization, seeks candidates for a two-year, New York-based position to coordinate and advise the Wild Bird Global Avian Influenza Network for Surveillance (GAINS), a two-year, USAID-funded program led by the Wildlife Conservation Society.   GAINS will provide technical support and leadership in surveillance of migratory birds for avian influenza by expanding operational understanding of viral strains and transmission of influenza viruses and improving dissemination of information to all levels of the U.S. Government, international governments and organizations, international partners, and the private sector. 

     

    The program requires a Database Management Specialist who will be responsible for analyzing and managing avian influenza data from several parties; helping the COP to implement program priorities and approaches; integrating efforts closely with FAO’s Wildlife Health Technical Advisor and managing a data support staff to provide open-access information on AI on a real-time website. This position is based at the WCS central office at the Bronx Zoo, New York.

     

    PRINCIPAL RESPONSIBILITIES: 

     

    1. Assist COP with programmatic planning and administration of GAINS.
    2. Oversee and help design, implement, and manage the relational (GAINS) database directly, either within WCS or through a subcontractor and collaborators.
    3. Ensure that all information related to samples collected and analyzed are properly entered into the database and available to users in real-time
    4. Implement a system that can import data from other avian influenza databases and export data to be used by other collaborates and scientists
    5. Ensure that the database is established with appropriate links to identified partner websites
    6. Ensure that the database has mapping capability and interfaces with ArcView/GIS or other mapping technologies
    7. Coordinate with sub-contractors to process and distribute AI data generated from the project.
    8. Provide quality reports and GIS products to COP to help develop policies for governments, organizations and agencies on wildlife health and management issues. 
    9. Integrate and coordinate efforts with FAO’s Wildlife Health Technical Advisor and wildlife surveillance activites undertaken through FAO and other partners..
    10.  Contribute to, enlarge, and uphold the Society’s policies toward the Equal Employment Opportunities for women, minorities, veterans, the handicapped, and other protected groups.

     

     

    REQUIRED EDUCATION AND EXPERIENCE

     

    1. Advanced degree in computer science or closely related field with emphasis on GIS for spatial analysis and mapping applications including understanding of relational databases.
    2. Extensive computer software experience; understanding of a variety of web development languages is required including ArcView, Access programs including cross-platform applications/communications.
    3. Minimum of 5 years experience in managing a database information system or a participating in design or management of databases;
    4. Minimum of 5 years of experience managing staff and providing supervision and oversight to employees
    5. Demonstrated ability to work with multiple partners on collaborative projects
    6. Interest/experience in wildlife conservation or related field

    Lori,

    The salary on offer is about 1/2 of what the market will pay in NYC for the skills required. Are you considering people with lesser qualifications who can mature in the role (e.g. no management)? Perhaps you will consider more experienced workers who want part-time work? My point is that you will likely need to be flexible on your requirements at that salary. Where is the flexibility? Thanks.
