Jonathan Keyahias (b | t | l) from SQLskills has released a new blog post outlining the metric that Microsoft’s Hyper-V product uses to measure the time taken in a virtual CPU’s runnable task queue at the hypervisor level. It is the equivalent to VMware’s vCPU Ready Time, which I have outlined in detail at this blog post. The Perfmon counter is Hyper-V Hypervisor Virtual Processor\CPU Wait Time Per Dispatch.
