  Is there a way to encrypt data at the db or sql server level used by external clients?

  Short answer is No, not out of the box.

  There are some things you can do to the data. at the column level

  But I have always had to have the application tier do any encrypting

  And beware that you may get many "unwanted" things with this.

  • Useless Indexes.
  • Poor Performance
  • Difficult to maintain
  • Very limited ability in querying
