Is it possible to remove the SQL Server 2000 (Std. Ed.) license from a server and reinstall another SQL Server 2000 license without removing SQL Server (and databases, etc.) from the server?

I do not think so. You can export the logins and detach the databases, uninstall and the attach the databases.

Thanks for the response.
Another trick I came across is to tweek the Hkey_Local_Machine,Software, Microsoft, Microsoft SQL Server,80,MSSQLLicenseInfo,MSSQL8.00,Mode key. Change it to 0 and the licensing thingy on the Control Panel will allow you to change licensing options.
