"Unlimited" does this really SET a maximum file size ?
I know there will be a maximum file size (aka free space on disk , 2TB for a log file , 16TB for a data file etc.) but does this really qualify as SET-ting the max file size?

It's unlimited from the SQL Server point of view. If you keep adding disk space, it continues to grow. There is a max file size, but that could change in versions of SQL Server, so potentially this is unlimited if you upgrade this database and keep adding storage.
It's also the option. Don't be pedantic about what it means. This is documented as a file size setting.
