Are the users sysadmins? If so then no, if not then probably.

That is my problem, my users are not sysadmins, but still, they can schedule jobs.

I just did a bit of research and the answer is, you can't directly in 2000.

But you could schedule a job yourself that periodically looks at sysjobs in msdb and disables or deletes any "unknown" jobs.
