If master database is corrupted we can restore through rebuild.exe. Is it necessary to restore all other system databases too after rebuilding master database?

Yes. The MSDB and Model DB needs to be restored from the back ups.

There is no need to restore the tempdb database as it is re-created every time the SQL Server instance starts.
