I apologize ahead of time for sounding like a complete idiot about this. I don't really know how things are setup exactly. However, I was put in charge of figuring out how to create a new role with all the same permissions that "public" has and then to remove all permissions from the Public role.
I have no idea how to do this. So I figured I would try posting this question to all you fine people who know what they are doing.
Please, any help would be much appreciated as I am in a time crunch also to get this done asap (like the end of this week).
Thank you,

Ken,
Try here:
http://www.databasejournal.com/features/mssql/article.php/1478701
Even has a script to download to copy permissions from a group.
Now, That being said, question the task, it will make you all the wiser. If my 4 yr old came to me and asked for scissors, I would not "just do the task" and give her scissors. Ask what the requirements are, if what you are trying to do is accomplished by the task, then great but at least you will know you are doing the right thing and maybe even make a suggestion or learn how to do it better.. 😉
