are you trying to rebuild the master or restore from a backup - kinda sounds like both?

Go to the command prompt and traverse to the binn 'directory in your sql installation e.g. 'C:\Program Files\Microsoft SQL Server\MSSQL$LIAMS\Binn'. While in that directory type sqlservr.exe -m to put sql server in single user mode. You can then go to enterprise amanger and do your retsore. When the retsore is complete close down the cmd prompt window gracefully and restart enterprise manager. You should be good to go then.

The problem was starting the SQL Server Service Manager with the wrong exe/directory. Now it is solved. Thanks for all those who responded.
