Is there any way to keep DTS Logs when Migrating. We copy DTS Packages from Production to development to then bring back to Prod. Is it possible to keep the logs with the moves/transfers?

No. You have to move the logs separately. If you log to SQL Server, the data is in msdb- sysdtspackagelog, sysdtssteplog, sysdtstasklog. if you log to an error file, it will be whereever you create the file.
