I'd like to know if there's a tool that documents a DTS package and builds some type of report.

Well, that depends on what you want to document. For error or Step Logging you can create a Log File form Package Properties. Or Query system Tables in MSDB(sysdtspackages/sysdtscategories/sysdtspackagelog/sysdtssteplog/sysdtstasklog/) for Related information on DTS Packages.

I do have error handling and track logs, however what I'm trying to accomplish is documenting the physical DTS package, the different steps associated within the DTS package. For Application Documentation.

You can save as a basic file and mark up the .bas file in document editor. Not so automated, but gets you part way there.

The best tool I've found is called DTSDoc, you can find details at http://www.dtsdoc.com. The price is right, too - $39.95!
