I even created an ad-hoc backup job for a system db, I ran it manually within EM....nothing. It doesn't even START! I checked the Agent error logs but they just detail the job-specific failures.
Any ideas what could be causing this??

what does the sql error log says !! Please provide the info.

The logs weren't helpful, BUT, here's what I could gather from the early hours of the 13th, when the agent began malfunctioning:
04:00 Error: 54321, Severity: 16, State: 1
06:40 Database abc backed up
06:40 Database efg backed up etc etc.
07:00
The rest of the day (and week) listed here in reverse chronological order, there ought to be several pages per day!!

Are you sure the agent service is running? You can create jobs without it being started.

The error message (severity level 0) you showed in an informative message. You should not worry abou it. This error has been discussed before on this forum.

You may have to find other error, such as whether or not your SQLAgent really start.
