Is there way I can recover the DTS package that I deleted?

If you have a back up of msdb you can get it back from there.
However, do not install it over your current msdb as it will probably cause you big problems.
Try installing it on a test box and then just do package saveas and select the original server.

And if you don't have a backup of your msdb? Any other solution to get DTS Packages back that were saved to the SQL Server?

That's the only option unless you happen to have saved the package to a file. Packages that are saved in SQL Server are stored in msdb. If you can't restore that, you're out of luck.

In the future...
There is a program called DTSBackup 2000. You should really check it out. It's free.
I use it in conjunction with SyncBack, which is also free. So I automatically back up all of my DTS jobs daily.
Google those keywords as I don't have the d/l link handy.
