% Locks in use counter reaching more than its threshold.What does this exactly means?

I guess, it must be related to Lock Escalation Threshold. Lock escalation threshold is 5000 locks for single reference of table or index by single T-SQL statement or when the number of locks in an instance of the Database Engine exceeds memory or configuration thresholds

We have a monitoring tool that checks % Locks used and throws an alert if it has reached threshold that % Locks in use is 90%.
Most of the servers are having 3.5GB(App). What could be the possible reason?
