  Is there a way to detect the creation of a new file in a windows sub directory so that a trigger in a database can import it?

  I don't know about the trigger but, since you posted in the DTS forum, I assume you're interested in a DTS solution also. 

  I've used the method in this article http://www.sqldts.com/default.aspx?211 

  to detect a text file and import it.  The ActiveX task described finds the file and you can use workflow to determine whether or not to import it.

  I've used the same/similar solutions in the past to delete files if they exist and replace them with a new extract file.
