metadata services error prevents access to DTS packages

  I have DTS packages that I have been running.  When I try to enter the local server I get an error that the metadata services failed to initialize.  When I try to open a new or existing DTS package (we use .dts files, not metadata services), Enterprise Manager locks up and goes away.  I have to restart it. 

  Any ideas?

  Hmm I have same issue with EM bloking but when I want to access properties for a DB
