I am getting following error on the subscriber once I set it up in the under the last action
the login caci/stellar does not have access permission on publication .
clearly its a permission issue but permission to what?

It is seemed that you are talking about a replication environment in which the articles are gtting published. If you can provide more details, may be you might get more help. It is seemed that one or more of the publishing articles could not be accessed by the login that you specified.

yes. it is related to replication. I am getting this error after creating a pull subscription. my source db is on a different server. does the user caci\stellar needs access to tables in the source db?

When you create a publication, you start out by creating a snapshot.
The default place to put this is on a share where you have to be an administrator to get access to your snapshot.
You have to make a share and allow access to this share to the users who need to pull the subscription.
Recreate your publication using your new share and that should help to solve the problem.
