We are using SQL Server 2000 with service pack 2. Only the client tools are loaded on a standard Windows 2000 terminal server running in application mode. We are encountering the following problems:
After openning Enterprise Manager. I will get the following error from MMC when I try to connect to any server:
Snap-in failed to initialize.
Name: Meta Data Services
CLSID: {1DBA4DD-EB97-...a bit more ..}
This only happens for the first server we try to connect to. It doesn't matter if the first server is SQL Server 2000 or SQL Server 7.0.
I don't know if the above relates to the following problems but think it might.
Whenever we try to open a DTS package to view the contents we get the following error labeled DTS Designer Error:
The specified module could not be found.
I can use the client tools on my workstation and open the same DTS package and it will open.
The last error we get is when we try to open a table in Enterprise Manager we get the following error labeled SQL Server Enterprise Manager:
An unexpected error happened during this operation.
Has anyone seen any of these errors or have an idea how to resolve them?

I've seen some issues with Terminal Services and running some apps. Can you run other MMC apps, like Event Viewer, Manage, etc.?
I'd search technet for the error.

We could view Event Viewer and don't know what thie Manage is.
We uninstalled SQL Server client tools and reinstalled on our terminal server. We still have the same problems, however the errors are different.
Now I don't get an error when connecting to the first server.
When I try to see whats in a DTS package I get the following error labeled Pagkage Error:
Error Source : Microsoft Data Transformation Services (DTS) Package
Error Description : The specified module could not be found
When I click ok on that error I get the following error labeled DTS Designer Error:
The selected package cannot be opened. The DTS Designer has been closed.
When trying to open a table through EM we get the following error labeled SQL Server Enterprise Manager:
The query cannot be executed because some files are either missing or not registered.
Run setup again to make sure the required files are registered.
Is there some trick to installing SQL Server 2000 client tools on a terminal server?

When you uninstalled and reinstalled, did you do this at the console or terminal session?

Was this an upgraded 2000 server? Haven't used this in application mode. Perhaps install the client tools only in terminal session?

Thanks for the help so far.
For us this is a tough one. Originally we had the 7.0 client tools. The upgrade to the 2000 tools failed and so all installs were removed and then reinstalled. Thats where we were when I posted the first message. Then we uninstalled and reinstalled and now were are at the point where I posted my second message here.
These must have been installed from the terminal since there is no monitor, mouse, nor keyboard plugged into the CPU.
I have read the links you sent and forwarded them to our network engineer who is the person that did the last uninstall/reinstall.

I got the same error when I try to view a table:
"The query cannot be executed because some files are either missing or not registered.
Run setup again to make sure the required files are registered.". I installed AS/400-Express-client before. After deinstalling it and reinstalling sql2000-client EM works correct.

Thanks to everyone who gave me advice on how to resolve this problem. We have either discovered why the problem occured or simply avoided the problem.
We set up another terminal server to run in admin mode (not application mode) and everything works fine on that machine.

And of course, right after I replied our Systems Engineer resoved the problem.
When the terminal server is running in application mode there are certain foldres/files that must be made available to each individual. Where as in admin mode they are available by defualt.
Said folders and files that were missing include:
dasetup folder
some of the missing files dasetup.ini,dasetup.inf and all other .inf files.
other missing folders were ADO, MSADC, and OLE DB and all files in those folders.
Now that I have access to all these folders and files I can view DTS packages and open tables via Enterprise Manager.
