It looks the the restore of a file to a newer version of SQL Server. Is this a 7.0 file being restored to SQL Server 2000?

That's what I thought, but no. It's strictly a SQL Server 7 box.

Version 5.15 is probably the database engine, but I'm just not sure what it's doing running upgrade steps in a basic restore statement.

I think you'll see this as a result of a service pack thats been applied since the backup.
