A while into install I get a Microsoft OLE DB Driver for SQL Server.
The feature you are trying to use is on a network resource that is unavailable.
It is looking for msoledbsql.msi.
I have one locally but than I get a message: The file 'D:\msoledbsql.msi' is not a valid installation package for the product Microsoft OLE DB Driver for SQL Server. Try to find the installation package 'msoledbsql.msi' in a folder from which you can install Microsoft OLE DB Driver for SQL Server.

It's not clear what install you're doing. I suspect your install is somehow broken and not correct in the registry somehow. I would re-download the MSI and use it.

I got rid of the initial problems by uninstalling and reinstalling OLE DB Driver and ODBC Driver 17. But another error is now during the install. There is a key missing in the registry and I don't know how to fix it. I have set the Permissions on the VSS key but still wont let me create the VssAccessControl key.

Please note that for “Microsoft OLE DB Driver 19 for SQL Server” (64 bits), version 19.3.0 you need to obtain Microsoft Visual C++ Redistributable for Visual Studio 2015, 2017, 2019, and 2022 version 14.34 or higher. It can be downloaded from: Downloads for the latest supported versions of Microsoft Visual C++ Redistributable. Please note that you need to install both the 64-bit and 32-bit redistributable even if you only want to install the 64-bit driver.
For ODBC Driver for SQL Server 18.2.1.1 (x64) you must install it in English, since, for example, in Spanish the installation does not work

I had the same issue. I solved it by downloading version 18 from here https://go.microsoft.com/fwlink/?linkid=2278907
Once SQL Server 16.x was installed, I then installed the latest release (19) from here https://go.microsoft.com/fwlink/?linkid=2278038
I hope that works for you.
