Some people only learn lessons the hard way. I once worked for a company that had their own data center with a truck-size UPS but management wouldn't buy a generator to back it up because that would cost a half million dollars. My first day on the job, there was a power outage from 7am - 4pm, which was much longer than the UPS could last. We had to pay twice the cost of the generator in Service Agreement violation fees to customers. Management approved the generator order the next day. Of course, that's just HA. It took longer before they took DR seriously and contracted for an emergency backup data center and developed and tested a comprehensive plan.
Testing is when you find out that your emergency backup site doesn't have tape drives that can read the tapes you store off-site. 🙂
