Yes & Yes
But don't use mirroring it is depreciated and will be removed in a future version of the product.

There is plenty on the internet for this topic on "how to setup a multi-subnet aoag" standard/enterprise doesn't matter it's the same thing you do, your just limited to 2 replicas (primary & secondary) and basic availability groups.

Setting up an AOAG is no different in Standard as it is in Enterprise, everything is exactly the same, except the edition limitations you must use BAG's and not AG's, you're limited to 2 replicas not 8.
But in terms of doing everything else, setting up the cluster, IP's, SQL on the replicas it is 100% the same regardless if you're using Standard or Enterprise.
You don't need anything other than the DB Engine, a WSFC (if you want the HA/DR piece) and the necessary holes punched in the right firewalls.
Google, Bing, DuckDuckGo are your friends, there are lots of articles on the web on how to setup the whole thing from start to finish, the first hit would generally get you Brent's setup guide (yes its 2016 but nothing has changed)
