I'm doing a new sql 2016 enterprise install on a windows 2016 server.
One error was generated.
The SQL Server feature 'RS_Server_Adv' is not in a supported state for repair, as it was never successfully configured. Only features from successful installations can be repaired. To continue, remove the specified SQL Server feature.

After this happened, I installed IIS version 10 and ran a repair. Still no luck. Can someone assist?

Generally means an uninstall / reinstall is in order. If it is a fresh install sometimes it is best to just start over.
