  Being that MS says, "Opting out of SQL Server usage and diagnostic data collection is supported, but the service can't be removed or disabled" per https://learn.microsoft.com/en-us/sql/sql-server/usage-and-diagnostic-data-in-local-audit?view=sql-server-2017#turning-local-audit-on-or-off

  You can opt out of sending data but you cannot DISABLE the feature which is what the question asks.

  I agree with Mark. QotD's explanation is incorrect. Both the reference attached to the explanation and the reference given by Mark clearly state that the service SQL CEIP can't be removed or disabled. The correct answer should be "This cannot be disabled in any version of SQL Server".
