I have four or five years of experience writing various kinds SQL. My colleague has very rudimentary SQL skills, but he obviously wants to acquire more. He would do better with a self-paced interactive tutorial, exercises, or an introductory project than a class or book. He would mostly be reporting, so emphasis on database design fundamentals and Selects would be desirable.
He has .Net experience and the client is on SQL Server, so Transact SQL would be ideal. I don't think he has cloud experience, so Azure SQL would be a second or third choice. Also, money is short, so it would need to be a free tutorial.
I am aware of https://www.w3schools.com/sql/. Are there any other good candidates?

Take a look above at the "Stairways" menu choice. Inside there are tons of classes, including several on T-SQL fundamentals. They're 100% free. Go here.

+1 for stairways.
EdEx and Udemy will have plenty of courese for free (or cheap for Udemy) but they may be focussed on mySQL or postgress rather than t-SQL but the principles are generally the same.
