The reporting service is still not responding even after I have changed decimal to 60000 in service time out. May I know how do you solve that issue???

When you say not responding what do you mean? Do you mean that a report isn't loading, or that the service isn't starting up?
If the report isn't loading, that would imply a long running process, either to create the dataset or the render. i'd suggest trying to tweak your report to run faster.

I mean I can't start up the service.

Have at look at your Reporting Services Log, this should give a reason as to why the service didn't start.If you're unsure after looking at them, postt he part of the log where the failure reason(s) are shown.
