A systems works with Windows Server 2012 R2 Standard
On this system MS SQL-server 2014 (x86) Express version 12.0.2000.8 is installed.
The service pack SP3 had to be installed.
On the web-site https://www.microsoft.com/en-us/download/details.aspx?id=57473
the files SQLEXPR_x86_ENU.exe and SQLEXPR32_X86_ENU.exe can be downloaded.
Which download file should be used?

https://www.microsoft.com/en-us/download/details.aspx?id=57474 is just the Service Pack 3 installer.
https://www.microsoft.com/en-us/download/details.aspx?id=57473 has downloads for SQL Express and other components with SP3 integrated.
You probably just need the service pack (57474).

None of them, the above link is for installing SQL Server 2014 Express at SP3, not updating an existing instance to SP3. You want Microsoft® SQL Server® 2014 Service Pack 3 (SP3), and then download the file for the version of SQL Server you have you have, either 32bit (SQLServer2014SP3-KB4022619-x86-ENU.exe) or 64bit (SQLServer2014SP3-KB4022619-x64-ENU.exe).
