Our team is in a middle of replacing some network switches so DB servers won't be connected to the storage. We are thinking about shutting down primary server as well as secondary server. Basically all Dev and Test DBs servers will be shut down completely. Is it as simple as just shutting down the server or do I have to do anything with AG. I don't see why since AGs won't be failing over. I was thinking shutting down the secondary 1st, then primary. After replacing switches, turn on the primary 1st and then secondary. Any advise is highly appreciated.

Your plan should work fine - there is no reason to do anything with the setup or configuration. You do want to make sure the secondary is shut down first, especially if you have the AG set to automatic failover. You don't want to failover to the secondary when you shut down the primary nodes.
