That link leads you to KB5001090 - Cumulative Update 10 for SQL Server 2019 which has two links:
Microsoft Download Center: Download the latest cumulative update package for SQL Server 2019 now
Microsoft Update Catalog: Download cumulative update packages for SQL Server 2019
Both should be pretty obvious from that point, though first (Download Center) is probably more obvious.
Note: You download, not upload, cumulative updates.
