In General ,What are all the things need to be considered before design a database.please advise me.

Who will use - Security and Permissions
How much data - Size of database, Size of hardware required.
Retention of data - How long will data be kept , how much growth, archiving required.
Support - 24/7 9 - 5 etc... Application Support/Database Support, Patching etc..
Backups - How much loss of data could be tolerated in the event of failure.
Disaster Recovery.
All the above plus design issues is it for OLTP, Reporting or Data Warehouse?
You'll need to give more details if you want a better answer, as there are so many things to consider.
