I ran the setup.exe from Tools folder on machine that had DBEngine running along with SS Config Mgr, but NOT SSMS. I wanted to install the Tools to non-C: drive locally but GUI Wizard for installation did NOT allow it. How do I do this?
I ran the Wizard-driven install from SETUP.EXE.

By "tools" I am assuming that you mean the SSMS app, Books Online, etc....?
I have never had a problem using any Drive that I want. But none of my boxes have a Drive C. And I never install the apps on the boot drive.
Do you chose Custom install? I would uninstall that and start over. Make sure that all the items are removed. I do know that it is very difficult to make mods after the install is complete.

The SQL DBEngine, Agent and Configuration Manager have already been installed on C: drive. I'm doing a later install of the Tools (BOL, SSMS, etc.).
I was not given the option of custom vs. auto install. Perhaps I'm executing the wrong SETUP.EXE.
