Is there a way to deploy a new SSISDB config variable without deploying project?

  I have a package that uses a new project variable for a  ForEach container's directory expression. There are currently pkgs in the project that arent ready to go to our prod environment. I can add the new ssisdb environment variable but I need the project variable to show up when configuring the project. Is there a way to do this without building and deploying the entire project?
