Inherited about 190 2008 servers I need to migrate. Was going to build 2014/16 sandbox to test dba tools powershell migrations scripts as POC. For my sandbox would Developer edition suffice or should i use licensed version. (Almost all standard edition) Anyone think of any limitations of using developer edition versus full blow standard?

One disadvantage of using Developer Edition in a testing environment is if whatever you are testing or developing happens to use an Enterprise-only feature. You could get a nasty surprise when you deploy it to live.

As John suggested, quite the opposite. Developer has more features than Standard.
