Ssms keeps hanging on the isolated VS step and fails with error 80070643

I have tried installing SSMS 17.8.1 on windows 10 version 1803 but i keep getting the installation failing on the icrosoft Visual Studio 2015 Shell (Isolated) step.
I have tried stopping the antivirus, repairing dot net softwares, uninstalling VS all together, etc.I have attached the log file any help would be appreciated

Quick suggestion, copy the SSMS-Setup-ENU.exe to a local drive and run it as an Administrator.

I am afraid this a VM machine and i will have to check with the systems team if its possible to login using the local admin
Isnt there another route?

Do you have RDP access as a normal user?

I am logged in as a domain user with administrator privileges on the machine
We access using Coral / Citrix to the VM machine

Then you should be able to copy the file to a local drive and in File Explorer, right click on the file and select "Run as Administrator"

Thats what i have been doing thus far and the error is still failing with the VS isolated shell

I was able to run it as local admin give me 20 minutes and ill see what happens

Check if you are running the file from a network share

They have something really screwed up with the order of installations when it involves one of the MS Visual C++ redistributables. It used to be a matter of repairing the redist and sometimes it can be needing to install the latest version. It's been going on for versions. The later ones seem to be needing to install the latest version. You can find some information and the download link in this article:
SQL SERVER – Fix: Error – VS Shell Installation Has Failed with Exit Code 1638
If that doesn't work, try repairing previous versions using Control Panel.

Can you download a fresh copy of the installation executable from Microsoft's website?

You can try to install the simplest option and then add to it afterwards, this can resolve the problem Sue mentioned.
