We have only .NDF file of database , but we don't have full backup . Is there any solution or possible to restore .NDF(which is secondary backup file) in to SQL.

By secondary I assume you mean a differential? Or maybe you mean a file or filegroup backup. If the first thing, nope. You're stuck without the primary backup. If the second thing, maybe (huge emphasis on maybe) you can do a piecemeal restore. Chances are, no. However, there is a chance. Read up on those here. In all likelihood, you need that primary backup.
