    I guess the problem with users as it relates to security and deployments would be that: if a process is not simple, then they won't follow it. So the solution is for database and devops administrators to provide methods of authentication and tools for deployment that not only follow best practices but are also as frictionless as possible. As an analogy, I don't think it's any coincidence that those parks which put in the effort to provide dog poop bags dispensers in convenient locations are going to be much cleaner than those parks that simply post a sign informing visitors that it's the law to clean up after our dog. The reality is that often times people do the wrong thing (ie: writing down passwords on sticky notes or deploying scripts straight to production) when the right thing is inconvenient and they feel they're not being monitored closely.
