I faced a similar sort of error not sure whether very relevant though. It got solved when following command was run
rskeymgmt –d
before running the activate command
rsactivate -c"C:\Program Files\Microsoft SQL Server\MSSQL\Reporting Services\ReportServer\RSReportServer.config"

I was the original poster, and answered my own question before I learned how to use these pages. Apparently, some combination of using the rskeymgmt -d command line and the rsactivate caused the keys to become lost. I had to reinstall the entire Reporting Services software (after a complete uninstall) to get a working system. It was a test to see if Reporting Services was quickly adoptable. as a PDF file generator for an existing website. Unfortunately, it is not as easy to use as we hoped.
