I don't often need to get into SSIS, but this week I have had to. I tried getting into SSIS both from SQL Server Tool v17 and SQL Server 2016, both failed. I even tried attached to my local SQL 2016 instance using SSIS and they both failed. The error is:
"Cannot connect to (local)
Additional information:
Failed to retrieve data for this request. (Microsoft.SqlServer.Management.Sdk.Sfc)
Connection to the Integration Services server on the computer "(local)" failed with the following error: "The RPC server is unavailable."."

IS SQL and SSIS are same instance?, then automatically it should detect.
Then also check port and SSIS service account permission on SQL server.

As far as I know, yes. Especially on my own machine. I think so, as far as our servers go
