Cannot access SSIS .dtproj

We are on SQL server 2012 and Microsoft Visual Studio 2010. I was just in modifying a package last week, now when I try to access any package I get
I found the following link which indicates that I need to install data tools.I am just trying to figure out why this is happening now. Any ideas?

Is it possible someone opened and converted the project and saved it?
Try creating a new SSIS project, delete the Package.dtsx package it generates and add the existing package from the old project. -
It looks like i have a new version of the data tools. It does not look the same as earlier in the week. Someone has some explaining to do.
