Our SQL 2016 servers are on SP1. is the security patch KB4458621 due to the release of SP2?

Our build list shows this as an SP2 patch. There is a release for sp1: https://support.microsoft.com/en-us/help/4293808/security-update-for-remote-code-execution-vulnerability-in-sql-server

It's due to the fact MS released a bad CU. MS had some links about it but their links less that 9 months no longer work. This other article explains it some:
