We have been trying to get an instance of 2012 SSRS Standard Edition installed on our 2013 SharePoint instance. When trying to get this configured we have run across an error which would seem to indicate we can't do this kind of an installation on a load-balanced version of SharePoint. We only have 2 SharePoint servers sharing the load, but when we try to start the SSRS service on the 2nd server we get the following error: "Sorry Something Went Wrong - Reporting Services scale-out deployment is not supported in this edition of Reporting Services. This edition only supports one instance of the SQL Server Reporting Services Service in the Farm. The SQL Server Reporting Services Service cannot be started on this server unless it is stopped on all other servers in the farm."
I can't find any other verification that SSRS Standard Edition does not support the installation on a load balanced team. Is this, in fact, true or is the message misleading?
We also own a copy of SQL 2016 standard edition - does anyone know if upgrading changes the equation and allows for this type of installation?

It is true. Only Enterprise and BI editions support SSRS scale-out. It looks like this is true for both Native and SharePoint modes.

SQL Server 2016 is allowed for SSRS support in SharePoint 2013, but it does not change the type of installation. Only Enterprise supports it.
