Hi,
I just wanted to know, at what stage of the windows cluster setup are Quorum and MSDTC created?
Is it when creating the failover cluster within Server Manager when these are created automatically as part of the failover cluster configuration?

Depends on which quorum type you use, by default the cluster will create a Majority Node Set quorum. You can later change this to use a disk witness or a file share witness.
The DTC is created when you need it. You will require a shared disk, IP address and network name. You can create the group and resources manually or use the wizard option in failover cluster manager.
To use the wizard right click "Roles" and select "Configure Role"
