If I backup a fragmented database and restore it on a different server will the fragmentation be carried forward to the new server? Is this specific to the index type? Please advise.

Yes. It will be a complete copy of the database with the same fragmentation etc.

A backup is copy of the pages. There is no effort made to recompute anything or look at the contents. They are copied to disk on backup, copied back on restore.
This is why corruption flows through backups.
