Server Environment: Development/Test server that is Windows Server 2012 R2 with SQL Server 2014 Enterprise Service Pack 1 and Visual Studio 2012.
Windows Update tells us that SQL Server 2012 Service Pack 3 needs to be installed, Windows Administrator told me that the installation failed, but review of the logs shows “Slp: Successfully ran patch request for instance: (exit code: 3010)”, I found a reference that exit 3010 is success with reboot required. Subsequent installation logs show “error” because “The requested features may not be installed or features are already at a higher patch level” However, the summary file shows discovered feature “SQL Server Data Tools - Business Intelligence for Visual Studio 2012” version “11.2.5583.0”, this agrees with what I see when I run the SQL Server 2014 Setup Discovery Report, the only 2012 feature listed was SSDTBI_VS2012 (Version 11.2.5583.0). Any further attempt to install SS 2012 SP 3 does not find any features to update, I suppose this is because the SSDT BI for Visual Studio is a separate feature. I looked in ControlPanel -> Programs -> Programs and Features -> InstalledUpdates and it shows that SQL Server 2012 SP3 is installed as well as the subsequent “errors” when it determines that there is nothing to update. Control Panel -> System and Security -> Windows Update -> Select Updates to Install shows that it needs SQL Server 2012 SP3.
In an attempt to convince it to update the SSDTBI_VS2012 I installed SQL Server Data Tools (SQL Server 2012 Enterprise) and applied SP3, it updated SSDT (from 11.0.2100.60 to 11.3.6020.0) but not the SSDTBI_VS2012 (11.2.5583.0).
I noticed that Control Panel -> Programs -> Programs and Features listed sever items from the Feature Pack that were not at the SP3 level. I got the updated feature pack and updated DACFramework SharedManagementObjects SqlDom TSqlLanguageService SQLSysClrType This got most of these versions to 11.3.6020 but a few are not:
Microsoft Report Viewer 2012 Runtime 11.0.2100.60
Microsoft SQL server 2012 Data-Tier App Framework 11.1.2818.0
I looked for updates for SSDT and this site https://msdn.microsoft.com/en-us/library/mt204009.aspx which sent me to https://msdn.microsoft.com/en-us/jj650015. I downloaded the installation file, the Properties indicate it is version 11.1.50730.0, I applied it but SSDTBI_VS2012 remains 11.2.5583.0
I installed Visual Studio 2012 Update 5 from https://support.microsoft.com/en-us/kb/3072098%5B/url%5D hoping that it might include an update for SSDT-BI but SSDTBI_VS2012 remains 11.2.5583.0
Here are my questions:
Is the SSDTBI_VS2012 11.2.5583.0 the reason that the “Select Updates to Install” shows that it needs SQL Server 2012 SP3 ?
In either case, Is there an update or Service Pack for SSDTBI_VS2012 above 11.2.5583.0 ?
If not SSDTBI_VS2012 then what else might be causing the warning that SQL Server 2012 Service Pack 3 is needed ?

Can't help you much on the specifics in their current state. But has the required reboot been done? If unsure, filter the system event log by event ID 6009. And was that required reboot done before or after WSUS decided SP3 wasn't setup? If reboot wasn't done, it has to be done ??.
It may be worthwhile to review the bootstrap subfolders' summary text files in chronological order. Bad setups on bad setups can leave a system in an indeterminate state, even after root causes are addressed. I would rather flatten the box - sucks, really.

In the Microsoft forum noted in my previous post there is an update that says that a Connect bug is filed but I have not found it.

I have the same issue but SQL 2012 isn't on the damn server SQL 2014 is
