I have tried logging onto the server and running ie as administrator - same error
I tried changing UAC to do not notify and running ie as administrator - same error
I am logging into the server with an account that has admin rights and I set the service account to an account with admin rights. I also verified that full rights were set up to the MSRS11.MSSQLSERVER directory and all subdirectories.
Any one have any other suggestions? I cannot administer security on our reporting services url without being able to access it myself

When do you get the message? What are you attempting to run/do when you get it?
What OS version are you on?
Did you try completely deactivating UAC even through the registry?

i cannot remember the exact error , it says something about UAC,and it's bit me in the past.
i believe it's because you need to add the user in TWO specific places in SSRS: under site settings, and also under folder security.
if you don't do it in both locations, you get that error.

I ended up uninstalling and reinstalling reporting services and it worked:-)
