I apologize if this is a stupid question...
I have VS 2010 installed on a Windows 7 machine. We use this for TFS mainly. I am at a new job and will be working of SSRS reports in SQL 2012. However, when I try to run SSDT 2012, it opens VS 2010.
Is this as designed or have I done something wrong?

Simple but not daft;-)
The Visual Studio 2010 is the shell used for 2012, and no worries, not the first time I'm asked 😎

If you want to use visual studio 2012 you can download the SSDT installer here:
http://www.microsoft.com/en-us/download/details.aspx?id=36843
This is not included with typical SQL Server Installations.
