I have an enterprise edition SQL Server on an active/passive cluster with OLAP and RSS and SQL Server. I need to install another OLAP instance for tabular model. Am I correct that when setting up another instance of OLAP I will need another network name and another disk resource setup for this instance

Yes, it sucks but on a cluster that is the case. It is for failover and usually cluster setups should have a new instance on a different cluster node.
The plus is you will not have to install a new instance, only the server and disk resource for a second SSAS install (Multidimension can be on default/named instance and Tabular on a new instance with no sql server service).

is there a way to limit the memory of this 2nd instance of OLAP. I know how to do this in the database engine side, but how can I do this on a 2nd instance of OLAP?
